Sullivan County NY is about to be designated as a participating Land Bank in NYS.  We have a designated  neighborhood that our efforts will originally be focused.  I am proposing the development of a neighborhood swap of hours given to a project and receiving that time back in like services.

 

Does anyone have a model that has worked for this?
